MINUTES OF MEETING CHAMPIONSGATE COMMUNITY DEVELOPMENT DISTRICT The regular meeting of the Board of Supervisors of the ChampionsGate Community Development District was held Monday, May 8, 2023 at 2:00 p.m. at the offices of RIDA Development, 8390 ChampionsGate Boulevard, Suite 104, ChampionsGate, Florida. Present and constituting a quorum were: Darin Tennyson Vice Chairman Elizabeth Allen by telephone Assistant Secretary Darlene Clevenger Assistant Secretary Douglas Cady Assistant Secretary Also present were: Jason Showe District Manager Scott Clark District Counsel Pete Glasscock by telephone District Engineer Marc Reicher RIDA Associates Evan Fracaso RIDA Associates FIRST ORDER OF BUSINESS Roll Call Mr. Showe called the meeting to order and called the roll. SECOND ORDER OF BUSINESS Public Comment Period There being none, the next item followed. TIllRD ORDER OF BUSINESS Approval of the Minutes of the April 10, 2023 Meeting On MOTION by Mr. Tennyson seconded by Ms. Clevenger with all in favor the minutes of the April 10, 2023 meeting were approved, as presented. FOURTH ORDER OF BUSINESS Staff Reports A. Attorney There being none, the next item followed. May 8, 2023 ChampionsGate CDD B. Engineer There being none, the next item followed. c. Manager i. Approval of Check Register Mr. Showe presented the check register from April 1, 2023 through April 30,2023 in the amount of$119,080.72. On MOTION by Ms. Clevenger seconded by Mr. Tennyson with all in favor the check register was approved. ii. Balance Sheet and Income Statement A copy of the financials was included in the agenda package. No Board action was required. Ill. Presentation of Number of Registered Voters -1,511 A copy of the letter from the Supervisor of Elections reporting that there are 1,511 registered voters residing within the District was included in the agenda package. D. Onsite Manager's Report Mr. Fracaso stated there is a significant dip in the pavers on the crosswalk on ChampionsGate at the Masters intersection. Three weeks ago a paver popped out and someone hit it which popped their tire and that has been submitted to insurance. Our cost to replace about 72 square feet of pavers to level everything is $1,620 and that will be done by Weber. They will lift everything and do a new crushed concrete base then set new pavers. On MOTION by Mr. Tennyson seconded by Mr. Cady with all in favor staff was authorized to replace about 72 square feet of pavers at the intersection of ChampionsGate and Masters in the amount of $1,620. Mr. Fracaso stated on the traffic control for the lights at our interchanges at Masters and at Legends, the controllers for those are original to the development and the manufacturer has ceased production on parts. There are four cameras and two control boards in each ofthe control cabinets. One control board controls two cameras. If the system were to totally fail and we weren't able to get parts you would be looking at $70,000 per intersection to replace. Traffic 2 May 8,2023 ChampionsGate CDD Control Specialists has provided a quote to purchase additional controllers and additional cameras. A control board is two cameras, one control board is $4,750 and cameras are $2,250 each. My thought is to purchase one control board and two cameras to have as added stock in the event we had a failure so as not to incur that large cost. If we didn't do anything the system would revert back to a timer-controlled system, 30-seconds for one light, IS-seconds for the other light. They can control the time and it would work during normal traffic conditions but if there are large events at the Omni that timer wouldn't work well. All of this is predicated on what is going on at 1-4. IfI-4 is backed up the lighting controllers don't matter too much because it stacks onto ChampionsGate anyway. Mr. Reicher stated I think: they have always worked, we have had no failures, other than it being hit by lightning or a vehicle. It has been a very durable system. Mr. Cady stated these would just sit on the shelf in case something goes wrong? Mr. Reicher stated yes because if something goes wrong, we have to go back to the timer system. Mr. Fracaso stated this is new, old stock and they anticipate it to all be gone by 'midsummer. On MOTION by Ms. Allen seconded by Mr. Tennyson with all in favor the proposal from Traffic Control Specialists in the amount of $10,000 for one control board and two cameras was approved. Mr. Reicher asked ifthis gets hit by lightning are we covered? Mr. Clark stated assuming the asset is listed on the policy it is covered, but that is usually where we get in trouble. Mr. Reicher stated please go back and confirm these systems are listed on the policy. Mr. Showe stated yes. Mr. Fracaso stated this is the landscape design that Weber put together for the entrance, the cost is broken down into two phases, $31,000 for Phase 1, the entrance coming off 1-4 up to the crossroad of Goodman and Phase 2 is the arch area around the raised fountain and behind there and that cost was $29,500, roughly $60,000 for both phases. These are items I had for the 2023/2024 Fiscal Year. Nothing is needed to be done on this today this is so that we can start figuring out what we want to do going forward. 3 May 8,2023 ChampionsGate CDD FIFTH ORDER OF BUSINESS Other Business There being none, the next item followed. SIXTH ORDER OF BUSINESS Supervisor's Requests Ms. Allen asked did we get any results from the traffic study? Mr. Glasscock stated I have an email from Mark and they have the counts and will review them this week and you should have them next week. Mr. Showe stated as soon as we get it, we will circulate that to the Board. Mr. Tennyson stated on ChampionsGate Boulevard outside the CDD just before you get to Ronald Reagan there are some potholes. Mr. Fracaso stated I can get that taken care offor you. Mr. Cady asked is the big palm in front of our island getting swapped out soon? Mr. Fracaso stated we think that got hit by lightning. Do you want to go back with a Medjool Palm that is pricey or a Sylvester Palm, it seems to be the more decorative palm. I will have a number for that at the next meeting. Mr. Cady asked do they ever trim the Crape Myrtles on the island? Mr. Fracaso stated Crape Myrtles are supposed to be cut back by a third. They missed getting those cut back and they are going to flower in the summer and we won't touch them until the fall.
